<br />e <br /> <br />e <br /> <br />Water saving devices such as faucet aerators, shower restrictors, toilet tank <br />dams, displacement devices, and early closure flappers will be made available to <br />users as a part of the water use audit procedure. <br /> <br />Incentives for plumbing and plumbing fixture improvements will be <br />investigated and applied when feasible. The Town will supply the materials for <br />plumbing insulation, and the installation will be accomplished by the water user <br />or by a cooperative arrangement between the Town and the user. <br /> <br />The central conservation tool in this project, and its second phase goal, is <br />the installation of meters on all water taps in the Town. Meters are recognized as <br />an effective means of promoting judicious water usage, and furthermore, meters <br />will insure equitable and cost efficient service for all users. The project <br />anticipates that the Town, with grant funds, will supply the meters for this first <br />phase and installation will be accomplished by a cooperative effort between the <br />Town and the users. It is anticipated that metering of the remaining residences <br />will be accomplished in the future through a partnership between the Town and <br />the residents as funds become available. <br /> <br />In the program's initial phase, meters will be installed at all commercial, <br />mobile home and cabin rental facilities. A representative cross section of twenty <br />homes will also receive water meters initially. This measure will allow the <br />collection of more meaningful information and data regarding the two existing <br />categories of water use, residential and commercial. Water use patterns can be <br />determined and rate adjustments may be made accordingly to promote <br />conservation. <br /> <br />The project's cost-saving goal will be met by automating the Town's water <br />and waste water billing and record keeping. Computer equipment will be used to <br />generate monthly water and waste water bills, and to maintain ledger and journal <br />accounting of the funds. The computer billing and accounting will be a time and <br />money saving measure. The computer will be used to monitor treatment facilities <br />volumes and metered water usage. Analysis of the results will help to <br />demonstrate the value of all measures undertaken in this project and provide data <br />for planning. <br /> <br />Rate incentives, such as graduated and seasonal rates, and quarterly or <br />semi-annual payment advantages, will be studied and applied, if possible, to <br />further promote and reward responsible water use in the community. Credit for <br />plumbing improvements will also be considered. <br /> <br />5 <br />
