e

e

~ the details

The project's educational goal will be accomplished by distributing
information on efficient water use practices on a monthly basis to all water users
as a part of their water and waste water billing. In keeping with the project's
theme the information will be presented as Shipboard Regulations of the S.S.
Empire. International Flag Signaling, semaphore and nautical terms will be
incorporated to signal progress and compliance. Pamphlets and information on
water conservation practices will be distributed by the Town, and Shipboard
Regulations, water conservation tips, will also appear on the Town's public access
television channel and in local newspapers.

Public forums, to promote conservation and efficient water use, will be
held at regular meetings of the Trustees. Speakers from the Office of Water
Conservation and other water conservation professionals will be asked to address
the public meetings and school sessions.

Board members will conduct classes at local elementary schools
encouraging the children to develop sound water use practices and to share them
with their parents. A water conservation curriculum, with supporting materials,
will be developed to provide to the teachers. Field trips to the water and waste
water treatment facilities will be conducted for students and adults.

The project will be directed by the Trustees and coordinated by the Town
Clerk with assistance from the Town's Treasurer.

Water waste problems will be identified and addressed through a system of
residential and commercial plumbing audits conducted by the water users and the
Town. Information gained from the audits will be computerized and evaluated
and used to monitor progress and plan for future water delivery projects.
Additionally, the Town will audit its own plumbing and undertake a program to
locate and correct leaks in the municipal water distribution system. A waste
water treatment facility expansion is in process, and will be completed in 1992.

The project's insulation component is aimed at eliminating the running of
taps during cold weather, a practice which contributes to hydraulic overloading
of the Town's waste water facility and causes unnecessary demands for pumped
and treated water.

4
