e

e

~ monitoring, evaluation & reporting

Analysis of water use, metered water use, and waste water treatment
volumes will be the primary sources of information used to monitor changes and
gains in water use efficiency resulting from the project. Data will be collected
and reviewed monthly, and reports will be generated using quarterly and annual
information. Decreases in wasted water, in particular the elimination of running
taps to prevent freezing, will be viewed as positive project results and will be
publicized as a part of the project's educational/informational component.

Analysis of the Town's treated water and waste water volumes indicate an
average daily per capita water use of 188 gallons in 1991 and 226 gallons in
1990, without any significant commercial, industrial or irrigation uses. Given
the national figures of 85 to 100 gallons, the Trustees believe that significant
improvements are called for and can be achieved through this project.

~ idea, resources, research

The idea of a water conservation project for Empire was conceived by the
Town's Board of Trustees. The Trustees view this project as a necessary measure
to extend the life of the Town's water and waste water facilities, to control the
Town's water-related operational costs, and to assist in planning for the
community's future growth and development.

Technical and practical assistance from the Colorado Water Conservation
Board's Office of Water Conservation has been most helpful in the development
of this project. The Trustees look forward to continued support from that
organization in implementing the components of the project. The Town of
Georgetown has assisted with information on water metering and billing
procedures. At the other end of the pipe, the San Diego Water Department has
provided valuable water conservation information. Educational and
informational assistance will be solicited from other water providers and
conservation projects in the state.

6
