<br />.' <br />, <br /> <br />Project Service Area and Facilities <br /> <br />For water supply planning purposes, water use is determined based on Equivalent <br />Residential Units (EQR's). For the Town of New Castle, one EQR is equal to a <br />single family resident with a demand of 277 gallons per day. The Town is <br />currently serving approximately 1,185 EQR's with a build-out potential of 2,200 <br />EQR's based on the Town's legal water rights. Agreements are in place with <br />existing planned Unit developments to augment the EQR service as the build-out <br />occurs. <br /> <br />The Town of New Castle's existing water supply facilities consist of a diversion <br />structure on East Elk Creek that supplies water to adjacent sedimentation pond. <br />From the sedimentation pond, water is supplied to the Town's water treatment <br />plant located in Elk Creek Subdivision. From the water plant, potable water is <br />supplied to the Town's distribution system consisting of a variety of distribution <br />pipes ranging in size from 16" diameter down to 6" diameter. The distribution <br />system also consists of two pump stations and three water storage tanks. The tanks <br />are 300,000 gallon, 1,000,000 gallon and 800,000 gallons in size. <br /> <br />Hydrology and Water Rights <br /> <br />The Town has an East Elk Creek water right of 2.67 cfs with an appropriation date <br />of 1889. The Town also has Colorado River rights through a contract with the <br />U.S. Bureau of Reclamation for 400 acre-feet of water from Ruedi Reservoir as <br />well as an absolute water right of 3.0 cfs protected under the Green Mountain <br />Reservoir Historic Users Pool off the Colorado River. <br /> <br />Water Rights Transaction information included as Appendix D <br /> <br />7 <br /> <br />CFLA902 <br />
