<br />'I <br /> <br />reliability of this source. Modifications to the diversion structure have thus far <br />allowed continuous physical diversion of water to the treatment plant. <br />However, the administration of water rights downstream of the Town's point of <br />diversion has threatened to "dry up" the Town's water supply. Additionally, <br />the anticipated damage associated with sediment and ash-laden runoff from the <br />burned watershed from the 2002 Spring Creek Fire is of significant concern. <br /> <br />The Town of New Castle has a contract with the U.S. Bureau of Reclamation <br />for 400 acre-feet of water from Ruedi Reservoir. In addition, the Town has an <br />absolute water right of3.0 cfs protected under the Green Mountain Reservoir <br />Historic Users Pool off the Colorado River. The selected alternative is to <br />construct a diversion structure and pump station on the Colorado River to offset <br />administrative calls on Main Elk Creek. Diverted water would be treated at the <br />existing plant for direct distribution into the Town's system. The diversion <br />structure would be a subsurface infiltration gallery and pump station on the <br />Colorado River. A new waterline would need to be constructed to pump water <br />from the point of diversion to the Town's existing water treatment facility. <br /> <br />Project Sponsor <br /> <br />The Town of New Castle is a local governmental public entity incorporated in <br />1888 in Garfield County, Colorado with a current population of 2,628. The current <br />estimate is from Town records of occupied housing units; correlated with 2000 <br />census of population per housing unit. <br /> <br />The five year population projection equates to 3,650 citizens. This estimate is <br />based on annual new housing units based on previous five year history correlated <br />with 2000 census population per unit, Town of New Castle 3-Mile Plan, Town of <br />New Castle Capital Improvement Plan. <br /> <br />As of June, 2003 we served 1001 taps. The Town has established a combined <br />water & sewer utility fund to service the needs of the system. Annual water use for <br />the Town equates to approximately 215 million gallons a year (2002 total).
