<br />'I <br /> <br />Project Description and Alternatives <br /> <br />Alternatives evaluated to address specific wildfire or drought problems: <br />The purpose of this project is to mitigate the impacts of drought and wildfire on the <br />Town of New Castle's water supply. The main objective is to ensure that the town <br />has a reliable water supply in both quantity and quality. Four alternatives were <br />considered to meet this objective: <br /> <br />1. No action alternative. <br /> <br />2. Construct sediment removal structures on East Elk Creek upstream of the <br />water treatment facility. Purchase senior water rights on Main Elk Creek <br />and/or change the point of diversion to minimize the risk of administrative <br />curtailment. <br /> <br />3. Develop a well field to provide an alternate source of water supply. <br /> <br />4. Develop an alternate source of water supply from the Colorado River. <br /> <br />Alternative No.1: This alternative was deemed unacceptable due to the associated <br />risk and severity of not addressing the impacts of wildfire and drought on the <br />Town of New Castle's water supply. <br /> <br />Alternative No.2: Alternatives to mitigate water quality problems from the fire- <br />damaged watershed were eliminated due to costs. Water rights senior to the Ware <br />and Hines are currently not available for purchase in the Elk Creek drainage. A <br />change in the point of diversion is costs prohibitive and may not completely <br />eliminate the risk of water rights curtailment. <br /> <br />Alternative No.3: Research has been conducted to investigate the location for a <br />well field with the primary goal producing an adequate water supply in both <br />quantity and quality. Preliminary findings indicate that wells in the area have poor <br />water quality. and production rates lower than required to meet the demands of an <br />alternate water supply. <br /> <br />8 <br /> <br />CFlA902 <br />
