The feasibility study should provide an <br />evaluation of alternatives and address the five areas of con= in sufficient detail to enable the <br />CWCB and the project sponsor to make an informed decision regarding the technical, fmancial <br />and institutional feasibility of the proposed project. <br /> <br />SCOPE OF WORK <br /> <br />WWE proposes to perform the feasibility study in accordance with CWCB guidelines and <br />directions from CWCB staff. We will furnish a draft report of the substantially complete <br />feasibility study to CWCB staff and the project sponsor on Friday, January 24 to allow time for <br />review and possible revision prior to the preparation of the staff's recommendations to the Board. <br />In preparing the draft feasibility study, WWE will emphasize the areas of concern identified by <br />the CWCB in November and will provide sufficient detail within its areas of responsibility, <br />defined below, to provide a basis for decision-making by the CWCB. and the project sponsor. <br /> <br />Due to the limited time available for the feasibility study and the wishes of the project sponsor, <br />WWE will rely upon the following sources of data and information in preparing the feasibility <br />study: <br /> <br />I. Information about the proposed service area, the interest in the project of landowners <br />within that service area and understandings with respect to rights-of-way for the <br />proposed diversion, pipeline and storage facilities has previously been provided by <br />the project sponsor in the form of maps, lists and narrative descriptions. It is <br />understood that verbal agreements have been reached for all required rights of way <br />within the service area to be contributed at no cost, and for purposes of the feasibility <br />study it will be assumed that this is so. <br /> <br />2. The proposed diversion structure, pump house, and approximately 3,500 feet of <br />pipeline would be located outside the service area on lands owned by a private party <br />and by the Southern Ute Indian Tribe. Based upon information from the project <br />sponsor, the landowners outside the service area have expressed willingness to grant <br />the required rights-of-way at customary right-of-way costs. The project sponsor may <br />be able to provide comparable sales data relative to rights-of-way in the vicinity of the <br />project. WWE will either rely upon such data provided by the project sponsor or will <br />make an independent estimate of the costs for the required rights-of-way based upon <br />data from local sources. <br />
