(WWE) is pleased to submit this proposal for professional <br />engineering services relative to a feasibility study for a rura1 raw-water system to serve lawn and <br />garden irrigation, stock watering, fire protection and other non-potable uses. <br /> <br />BACKGROUND <br /> <br />'A loan application for the Pinion Mesa Ranches raw water system was presented to the Colorado <br />Water Conservation Board (CWCB) at its regular meeting on November 25, 1996. The CWCB <br />carried the loan application over for further consideration at its meeting on January 29, 1997, and <br />approved a $5,000 grant to fund a. feasibility study for the project. The CWCB's principal <br />concerns were related to: <br /> <br />1. the adequacy of the physical and legal water supply and 404 permitting issues; <br /> <br />2. whether the Federal Clean Water Act would allow a rura1 domestic water system <br />where individual lot owners treat their own water; <br /> <br />3. whether the proposed system would overlap with the eventual service area of the Pine <br />River Irrigation DistrictlVallecito Water Company rura1 domestic water system; <br /> <br />4. the adequacy of design and cost studies for the project; and <br /> <br />5. a schedule of tap fees and water use charges that would assure the applicant's ability <br />to meet O&M and capital replacement costs and debt service payments on the CWCB <br />loan. <br />
