calculate the water balance under the native vegetation scenario, a water balance for
developed areas employing rainwater conservation will be determined.

Task 5. Quantify Potential Water Savings from Conservation Practices

Potential water savings from implementing efficient landscaping, improving irrigation
system efficiencies, and implementing rainwater conservation practices will be
approximated.

Task 6. Quantify Differences in Return Flows

The next phase of the project will quantify the differences in water balances between the
native vegetation scenario and that of a development using rainwater conservation.
Specifically, the study will identify any differences in time, place, quantity, and quality of
return flows. This will allow a replacement volume to be calculated as well as
identifying the nature and timing of the substitute supply.

Task 7. Develop Sample Augmentation Plan

The final work phase of the project will result in the development of a sample
augmentation plan that will identify the structures, diversions, beneficial uses, timing,
and amount of depletions to be replaced, along with how and when the replacement water
will be supplied, and how the augmentation plan will be operated9. From this plan, an
algorithm can be extracted that could be applied to future applications of rainwater
conservation throughout Colorado. The plan would also identify potential entities and
means of providing replacement water.

Task 8. Prepare Project Report

The ET data, water balances under each scenario, infrastructure requirements, economic
evaluation, potential water savings under conservation scenarios, and sample
augmentation plan outline will be summarized in a public report that will allow sound
policy to be developed for Colorado. Written progress reports will be provided to the
Peer Review Committee at approximately 50% and 95% completion of the study. A final
report, incorporating comments from the Peer Review Committee will be the ultimate
work product for this study project.

Task 9. Project Management

Components of project management will include tracking work accomplished,
maintaining budget and schedule, regularly reporting the status of work activities, and
promote communication between all parties contributing to this study.

An additional component of a successful study will be the inclusion of a two-part review
process: I) review by a Project Advisory Committee consisting of individuals who will

9 Colorado Foundation for Water Education, Colorado Water Law, 2003

8
