-

I
I
I
I
1
I
I
I
I
I
I
I
I
I
I
I
I
I
II

Gustavo Carrio from the CSU team will then perform MRBP analyses of model output
data to evaluate model performance in forecasting for an identified month at selected
sites that are expected to be free from seeding operations and those expected to be within
the coverage of seeded plumes. This will require 1.5 months of his time. PI Bill Cotton
and Paul Mielke will supervise this analysis task. CWCB consultant Curt Hartzell will
monitor the work; Reclamation staff will also review it. Because this task is so labor
intensive, the analysis effort had to be reduced to one month in order to stay under the
upper-level funding limit specified in the solicitation (see Option).

Task #6 - Research study supervision and preparation of reports.

PI Bill Cotton will supervise the CSU team for each work task as indicated above, and
see that the CSU work activities are performed on schedule. Brenda Thompson from the
CSU team will monitor all project expenditures and provide Dr. Cotton evaluations of the
expenditures; Dr. Cotton will be responsible for the CSU team's activities staying within
budget. Brenda will also oversee the procurement of research materials, and will assist in
computer system administration including troubleshooting system malfunctions.

The reporting task will be a cooperative effort between CSU PI Bill Cotton, CWCB
Consultant Curt Hartzell, and Project Manage Joe Busto. They will agree on the format
of the three quarterly letter-style progress reports, and prepare them to meet the schedule
specified in solicitation sections B.2.1 and C.6.2(a). PI Bill Cotton with the assistance of
Brenda Thompson will draft the quarterly reports and email them to Project Manager Joe
Busto and CWCB Consultant Curt Hartzell for review. Dr. Cotton will be made aware of
any clarifications or changes made to the reports before they are finalized and sent to
Reclamation.

The draft final technical report will be prepared in accordance with solicitation sections
B.2.2 and C.6.2(c). The format for the final report shall be developed by PI Bill Cotton,
Project Manager Joe Busto, and CWCB Consultant Cut Hartzell, with input from
Reclamation WDMP staff. The final report draft will be prepared primarily by the CSU
team, and reviewed by Joe Busto and Curt Hartzell. Reclamation staffwill also review
the draft final report before it is finalized. The final report will be printed and submitted
by the CWCB.

The Project Manager Joe Busto, CWCB Consultant Curt Hartzell, and PI Bill Cotton will
hold a midterm project review meeting with Reclamation, and make a presentation on the
overall project at approximately the time of delivery of the draft final report to
Reclamation (see solicitation section B.2.3). Other CSU team members and the DWD
program operational cloud seeding contractor, Larry Hjermstad, are welcome to attend
and participate in these meetings. The work on Task #6 will be performed as needed
throughout the 12-month period on the WDMP grant from Reclamation. Labor budgeted
for his task includes 0.75 month for PI Bill Cotton, 1.0 month for CSU team member
Brenda Thompson, and 0.5 month for CWCB Consultant Curt Hartzell.

11-22
