<br />ci 1, i ndemni fyi ng the ci ty agai nst employee theft or embezzl e- <br />ment. <br /> <br /> <br />ARTICLE VII <br /> <br />PURCHASES - CONTRACTS - LEASES <br /> <br />Section 7.1 -purchase and Sale of property: <br />(a) The City Manager shall be responsible for the purchase <br />and sale of all city property. <br /> <br />(b) comparative pri ces shall be obtai ned for the purchase <br />or sale in an amount not in excess of the dollar value estab- <br />lished by ordinance by the city Council for all materials, sup- <br />plies and public improvements. <br /> <br />(c) In all sales or purchases in excess of the amount es- <br />tablished by ordinance by city Council; <br /> <br />(1) The sale or purchase shall be approved by the city <br />council. <br /> <br />(2) Sealed bids shall be obtained, except that where the <br />council shall determine by majority resolution of those <br />present at the meeti ng that the publ i c interest wi 11 be <br />best served by joint purchase with, or purchase from an- <br />other unit of government; and <br /> <br />(3) The requi rements of thi s secti on shall be comp 1 i ed <br />with. No sale or purchase shall be divided for the purposes <br />of ci rcumventi ng the doll ar val ue 1 i mi tati on contai ned in <br />this section. The Council may authorize the making of pub- <br />lic improvements or the performance of any other city work <br />by any city agency without competitive bidding. <br /> <br />(d) Purchases shall be made from the lowest competent bid- <br />der meeting specifications, and, unless the council shall deter- <br />mine that the public interest will be better served by accepting <br />a hi gher bi d, sales shall be made to the bi dder whose bl d is <br />most advantageous to the City. The city may accept or reject any <br />and all bids. <br /> <br />(e) All purchases, contracts, leases and sales shall be <br />evidenced in such manner as may be provided by ordinance. <br /> <br />(f) The purchase and sal e of all ci ty property shall be <br />subject to the provisions of this Article. <br /> <br />(g) Detailed purchasing, lease, sale and contract proce- <br />dures shall be established by ordinance. <br /> <br />Section 7.2 - Emergency purchases: <br />In case of emergency affecting the public peace, health or <br />safety, the Counci 1 may wai ve all provi si ons for competi ti ve <br />
