<br />~ <br />(c) All police officers of the Department shall have all <br />powers with respect to the service of criminal process and the <br />enforcement of criminal laws as are customarily vested in police <br />officers. <br />(d) The Chief of police may create or abolish, from time <br />to time, such bureaus and divisions within the Department as he <br />sha 11 deem necessary and proper to the proper organi zati on of <br />the Department. <br />Section 6.11 - Municipal Court: <br />(a) There shall be a Municipal Court which shall have ~u- <br />risdiction to hear and determine all cases arising under t is <br />Charter or the ordinances of the City, subject to appeal to the <br />District Court. The Court may enforce its orders and judaments <br />in like manner as a Court of record may do, and as provi ed by <br />general law, and may render final judgment on any forfeited bond <br />or recognizance returnable to such Court subject to appeal as in <br />other cases. <br />(b) presiding officer - Qualifications and compensation: <br />(1) The Municipal Court shall be presided over, and its <br />functi ons exerci sed, by a Judge, who shall be a 1 i censed <br />member of the Bar of this State in good standing, appointed <br />by city council, for a term of two years. He shall receive <br />a fixed salary or compensation, not dependent upon the out- <br />come of the matters to be decided by him, and to be fixed <br />by ordinance from time to time. The forms of complaints and <br />all other rules, procedure, proceedings, costs and fees in <br />the municipal Court shall be prescribed by ordinance. <br />(2) Council may appoint one or more deputy judges as it <br />deems necessary. The deputy municipal judges shall all have <br />the ~owers of the municipal judge when called ufon to act <br />by t e muni ci pa 1 ~ udge or the Council. The qua i fi cati ons <br />of such deputy ju ges shall be the same as for the munici- <br />pal judge. <br />(c) penalty for violations: The City shall have the power <br />to ~unish violations of its ordinances by fine or imprisonment <br />or oth. The City may also enforce its ordinances by any legal <br />means. <br />(d) violations Bureau: The Council shall have power and <br />authority to establish by ordinance a violations Bureau within <br />the Court for the handling of such violations or ordinances and <br />regulations of the city, or parts thereof, as prescribed in the <br />ordi nance establ i shi ng such Bureau. The creati on of such a Bu- <br />reau shall not operate so as to deprive any person of a full and <br />impartial hearing in Court should such person so choose. <br />section 6.12 - Insurance: <br />The City shall at all times carry insurance, or participate <br />in a self insurance pool, in an amount determined by the Coun- <br />
