l' i Task 3: Share Information at Workshops and Forums
At the workshops and forums, we will provide attendees with information that will help them use
water more efficiently in their communities. Attendees will receive:

. Printed materials from tedmical experts presenting the Guidance Document;
. An electronic copy of the Guidance Document in user-friendly html format consistent with
the CWCB web site;
. Presentation agendas, speaker biographies, and contact information;
. Presentations in appropriate format (e.g., PowerPoint slides);
. Technical analyses of savings potential of water conservation measures;
. Information on enforcement and other implementation costs; and
. Sample ordinances, planning documents, and other materials.

The Technical Workshops will be used to teach the issues related to water conservation
planning and implementation as developed by the CWCB, the Colorado WaterWise Council and
researchers nationwide. The issues that we will present include:

. Definitions on what is and what is not water conservation (including differentiating water
conservation planning and implementation from drought planning and response)
. Overarching themes of effective water conservation planning and implementation such as:
o The meaningful integration of supply and demand management measures and
programs
o Goal setting
o Water pricing
o Program monitoring and evaluation
o The iterative nature of the process of planning Nine Planning Steps
and implementation

Integral to the workshop content will be the presentation and
discussion of the CWCB Water Conservation Plan Development
Guidance Document ("The Guidance Document"). While there
will not be sufficient time to provide manager-specific guidance at
each half-day workshop, we will present the nine planning steps
and provide substantial information regarding available technical
and financial assistance. We expect follow-up from the
workshops will occur providing resources to individual water
planners and managers - whether through assistance from
Colorado Water Wise Council members, the CWCB (through
planning or implementation grants or technical assistance), or our
other project stakeholders.

1 . Profile Existing Water System
2. Characterize Water Use and
Forecast Demand
3. Profile Proposed Facilities
4. Identify Conservation Goals
5. Identify Conservation
Measures and Programs
6. Evaluate and Select
Conservation Measures and
Programs
7. Integrate Resources and
Modify Forecasts
8. Develop Implementation Plans
9. Monitor. Evaluate and Revise
Conservation Activities and
Conservation Plan

Water Conservation Forums will occur for a full day following the technical workshop in all
major river basins. Water experts from the Office, the project team and other invited local experts
will present examples of successful water conservation programs.

TIu-ough close coordination with the Office, we will cover in detail many of the topics surfacing in
the HB 05-1177 Basin Roundtables and SWSI Phase II water conservation sub-committee.
