i addition, the head of the Office will be provided the opportunity to address all forums to deliver
messages related to Office programs and areas of technical and fInancial assistance.

The day-long forums will also allow in-depth expert presentations and discussions on topics like:
. Cost effectiveness of various conservation measures and programs;
. The role of water rate structures in encouraging conservation;
. Implementation costs and effectiveness of water-wise city ordinances;
. BenefIts and challenges with system leak repair;
. Cooperative arrangements with the agricultural community; and
. Technological, economic, political, and other hurdles to implementation.

An important component of the forums will be having local water users and providers share their
stories about successes and failures with water conservation. In developing this project, many
water managers and their organizations indicated their strong interest in sharing their stories - most
of which are positive. We also found that some local interests want to discuss their water resources
planning challenges, framed against the benefits and values of effective water conservation. As a
result, the forums will provide time to discuss common interests, define common parameters, and
establish common language to move toward more meaningful water conservation statewide.

To help facilitate implementation of conservation measures for specifi.c water managers, we will
discuss several categories of cities (e.g., mountain ski towns, fast-growing areas, and agricultural
towns) in an effort to create a package of options for a "typical" water manger in that category.
This will help local managers pick from the most relevant measures and programs that have been
utilized by similarly-situated communities.

Finally, we expect the forums to provide an invaluable platform to share the most up-to-date
information on successful conservation and how challenges to implementation are being overcome.
For example, the Center for Resource Conservation (CRC) has agreed to present the most recent
results of their landscape audit program (called "Slow the Flow") at some of our forum events. In
this way, the Board's support of CRC-they were the fIrst group to apply for, and receive HB
1254 funding-will be leveraged into greater exposure and implementation throughout the state.
We will also use the for~ format to bring attention to other organizations, like the Colorado
WaterWise Council and the local chapter of the American Water Works Association, who can
assist water managers in the future.

Another part of this task is sharing relevant information from Workshops and Forums
through the creation of a summary packet to be made available via the world-wide web (and in hard
copy, if so requested). This will benefIt providers who were unable to attend the events and create
a centralized repository for information that is both voluminous and in need of periodic updating.
Based on discussion with the Office, we expect the CWCB website will be the most useful
repository for these data.

Workshop and forum attendees will receive a toolbox of research and analyses, contact
information, and draft planning documents that can be used in future water resources planning at a
local, regional, or basin-wide level.

10
