Others may also be invited, including those with local and regional water
interests, however the focus for the workshops will be on those with direct planning
responsibilities.

The forum participants will, on the other hand, be targeted as those with an interest in local and
regional water issues focusing on municipal issues (although those with other water interests and
backgrounds will be welcome to attend). The forums will provide the opportunity for local water
interests to share pertinent stories. Of particular import to the forums will be members of the
Basin Roundtable and the SWSI Phase II meetings since these individuals can provide insights into
these processes to a larger audience and they can in turn be educated with regard to the consistent
messaging - including defInitions and nomenclature - regarding water conservation and water use
efficiency that will be provided across the State. This is one reason why we have selected
preliminary sites for the workshops and forums statewide, such that the same information can be
carried to key water planners and managers, as well as of water interests, in all the major river
basins promoting consistency in the discussions and in the relative importance and role of water
conservation in current and future water resources planning. The fmal sites for the workshops and
forums, as well as the speaker list, will be developed with, the OffIce and the CWCB during the
third step of this task.

To develop the participant lists, the GWI Team will work closely with the CWCB including the
Office, the Department of Natural Resources (DNR) Executive Directors Office (EDO), the
Colorado Water Resources Power & Development Authority, the Colorado Special Districts
Association, Colorado Department of Local Affairs, and the Colorado Municipal League to identify
and develop mailing lists of potential attendees. We expect to leverage the results of past and
ongoing projects to (e.g., Drought & Water Supply Assessment, Statewide Water Supply Initiative,
Technical Assistance to Covered Entities, etc.) to create electronic lists with contacts, physical
addressees and where possible, email addresses.

In the second step of engaging the target audience, we will develop the key message that will be
broadcast to the identified participants and others. The message will be developed and refIned
using the combined resources of the GWI Team including the Colorado WaterWise Council, the
CWCB including the Office, the EDO and other key players, and will be used to frame the
workshops and forums and promote attendance.

Critical to the messaging will be the manner in which sponsorship is presented. We fully expect to
include the names of all those organizations that will be providing support to this project in the
advertising content. We will also be certain to highlight the "local hosts" for each specific meeting
venue. Finally, we will highlight the CWCB as the primary sponsor of all events. In this way we
can demonstrate the broad local and statewide support for the workshops and forums to help
establish the credibility and importance of the project.

The third step includes scheduling the events and engaging the speakers for the forums (the GWI
Team members will be conducting the technical workshops). Working with the project
stakeholders including the CWCB and the EDO, we will identify the dates and meeting locations
for the coming year, being especially sensitive to potential conflicts with other activities (e.g.,
SWSI Phase II meetings, 1177 Basin Roundtable meetings, Special District Association's annual
meeting, etc.).

7
