;

4-) Compile and Organize Contact and Exit Survey Data - so that information collected
through attendance lists, emails, and exit surveys will be organized and summarized to help CWCB
and other stakeholders who can contribute technical and/or financial assistance (e.g., CWWC),
and target organizations and entities that are looking for aid in developing and implementing water
conservation measures and programs.

Metrics for Measuring Project Success

Though applying metrics to measure the impact and success of this type of outreach and education
project on the target audience is difficult, we believe metrics based on the number of technical
workshops and forums conducted, the number of attendees at each, and the number of exit surveys
that are retained will provide a useful proxy. We hope that follow-up surveys, perhaps conducted
six months to a year after our outreach effort, will provide even more useful data on the usefulness
of our effort. The contact information gathered will be helpful long into the future.

We will send out over 300 invitations to water utilities, municipalities, special districts, water
planners and managers, consultants, and other interested organizations and entities within the
targeted areas. From that mailing, we expect to have between 100 and 200 attendees at five
meetings in selected locations statewide (since this project represents what may be the first phase of
a statewide program if the five proposed workshops and forums prove successful). We include in
that attendee list over 50% of the HB 05-1177 voting and non-voting members from the Metro,
Arkansas and San Juan basins, and over 50% of the SWSI technical committee on water
conservation. The attendees to these meetings are expected to control and/ or manage a significant
portion of the municipal water supply in the State, with the other attendees either controlling or
managing other water interests (e.g., agricultural, recreational, environmental, etc.). From this
group, we are expecting to retain exit surveys from over 40%. The exit surveys are particularly
important since the information gleaned from this effort will be the basis for future technical and
fmancial support outreach conducted by the Office and other project stakeholders (e.g. CWWC).

The long lasting impacts and benefits of these workshops and forums will be realized, in a
qualitative way, through enhanced and improved conversations at the SWSI and HB 05-1177
Roundtables, as well as in coffee shops, Board rooms, and in water planning efforts across the State
- influenced by the combined efforts of the project team, involved stakeholders, and the Office.

Proposed Scope of Work

Description of Tasks

Task 1: Engage Target Audience
Engagement of the target audience will involve a three-step process before the actual advertising
and promotion of the workshops and forums begins.

The first step includes developing lists of potential audience members that we will invite to
participate in the workshops and forums (noting that anyone can attend, but we want to engage key
members of the water community that either have needs or have important stories to share or
both). The invitation list for the technical workshops will include water managers, water resources
managers, planners, and water conservation professionals who are directly responsible water
conservation and water use efficiency programs, with a particular focus on those at municipalities

/

6
