.

.

7. In the cost estimate at the bottom of page 10, what does the Box Springs water right
include or consist of? A total cost should be provided at the bottom of the itemization.

8. Under Impacts on page II, what about the impacts of continued groundwater
withdrawls. If there is no impact, the report should say so.

9. Under Financial Plan on page 12, what does the CWCB review ofPreisser's financial
statement indicate?

10. Under Collateral on page 12, how much water is being offered?

The report is written in a manner that assumes the reader is familiar with the project and
associated documents. This is one way of preparing a feasibility report with little or no
regard for the reader. It is also a sloppy method of documentation since the feasibility
report is not then a stand-alone document. It would be necessary to obtain and review
several documents to obtain a full understanding as to what this project is all about.

Buying most of your documentation in appendices, or elsewhere, is bad enough but the
author of this report barely made an attempt to explain anything. In some cases, a few
sentences could have provided a lot of enlightenment. I wouldn't hesitate to send this one
back to the consultant.

2
