It might be helpful ifthe discussion of the need for the project were at the beginning <br />of the report. The reader has to wade through several pages before coming to the <br />reason for the loan request. Even then, the explanation given is not crystal clear. <br /> <br />2. The main question I have after reading the report is why an augmentation plan for a <br />non-tributary basin? There is very little here by way of overview to tell the reader <br />why this whole thing is taking place. <br /> <br />3. On page 4 under Need for the Project, there is the statement that Preisser intends to <br />sell land and water rights without an indication as to which lands and water rights. <br />This might sound like nit picking but it's typical ofthe lack of explanation throughout <br />this report. <br /> <br />4. In the second sub-paragraph on page 6, is the estimated loss of$120,000 to $130,000 <br />an annual figure? Where or how did they come up with the $1.0 million loss <br />estimate? There should be at least a sentence or two of explanation. <br /> <br />5. On page 8, what is the HCWUA and how does it relate to the Preisser augmentation <br />program if at all? <br /> <br />6. On page 9, there is almost no description of the Box Springs water right. Recognizing <br />that the Preisser plan may be somewhat different than a typical augmentation plan, <br />some explanation would still be useful. A reference to the Wheeler report seems to be <br />the only thing offered by way of evaluation. Why not provide at least some kind of <br />summary of that report. <br />
