I put the s[ngle copy in your in basket. In summary, I
think the study is complete, and addresses all important issues.

Specifically;

. The case with the State of Colorado and other water users is settled.

. The Preisser augmentation plan has already been approved by the courts (copy attached to the study.)

. The value of the water to be purchased with the CWCB loan (2 cfs of Box Springs water) is valued in the study
at $178,200, based on economic analysis. In addition, the actual purchase price negotiated for the water is
$100,000, and the sale has been consummated. Both these values exceed the $90,000 CWCB loan. The 2 cfs
of water will be used as collateral for the loan.

. The HRS Water Consultants evaluation indicates the physical existence of 550 acre-feet of water per year
(allowed in the settlement agreement) within the aquifer beneath the Preisser property.

. The total cost of the "project" which completes the settlement with all parties is approximately $375,000. The
CWCB loan represents about 25% of that total amount.

. The study is complete with all attachments necessary to support statements within the text.

I recommend you approve the study.

After approval, I will request a second copy be sent to us.

John Van Sciver

Page 1
