' <br />The loan to the Left Hand Ditch Company (Left Hand) covered 75% of the estimated <br />project costs of $500,000 at a blended agricultural and municipal interest rate of 4,375%, <br />over 30 years." The project, per order of the State Engineer's Office, was to increase the <br />~ capacity of the reservoir,' The project feasibility study, prepared by Rocky <br />Mountain Consultants, Inc. of Longmont in December 1994, recommended a 90 foot <br />wide roller compacted concrete (RCC) spillway to be constructed over the north dam of <br />the reservoir with an associated freeboard increase to both the north and south dams, The <br />spillway was to converge to 70 feet of width at the entrance to a new concrete stilling <br />basin, <br /> <br />The initial project design required the elimination of 0,05 acres of wetlands for the <br />construction of the spillway stilling basin. Due to Left Hand's inability to obtain a <br />federal 404 permit, without replacement of an unacceptable amount of depletions to the <br />South Platte River, it was decided to redesign the project to avoid disruption to the <br />wetlands. The redesigned project consisted of a 1 50-foot wide RCC spillway of constant <br />
