Left Hand's board of directors decided to cease further negotiations in August, <br />1997, try to arrange further financing and postpone construction of the project until' <br />September 1998: Due to Left Hand's good faith effort in attempting to make the required <br />improvements to the spillway, the State Engineer's Office has approved this revised <br />construction schedule, <br /> <br />A /Stl, During a regularly scheduled maintenance inspection of the dam outlet works in <br />September 1997, it was discovered that approximately 20 feet of the 30 inch steel outlet. <br />pipe, near the maximum section of the dam, was partially collapsed. Left Hand has requested an increase to their loan in the amount of $190,000 for a <br />total loan amount of $560,000, or 75% of the total project cost. <br /> <br />DISCUSSION <br /> <br />This project required a redesign from the original design proposal due to <br />unforeseen requirements associated with the acquisition of a federal wetlands permit. <br />The revised design avoided disruption of a wetlands area, however resulted in an <br />increased project cost. Paragraph (2) of Section 1 ofHB 95-1155 allows that loans made <br />by the Colorado Water Conservation Board may be increased or decreased as may be <br />justified by "reasons of changes in the plans for a project if those changes are required <br />by final engineering drawings and specifications".
