The study must be in draft form, and submitted to <br />the CWCB by January 8. 1996, in order for your loans to receive final consideration at <br />the January 23, 1996 CWCS meeting. <br /> <br />c. An approved contract must be in Place before the construction work can proceed. Jan <br />Illian of this office (303-866-3441) will be available to draft the contract after your loans <br />have received final approval or recommendation in January 1996. You should call Jan <br />as soon as possible after the January meeting to discuss the contracting procedure, and to <br />initiate the contract. It usually takes about 3 to 6 months to complete a loan contract. <br />No CWCB emergency funds can be disbursed until the Emergency Loan contact <br />($130,000) is signed by all parties. Nl) additional CWCB funds can be disbursed until the <br />Construction Fund Bill has been signed by the Governor and your standard loan contact <br />($1.5 million) is signed by all parties. <br /> <br />d. You must adhere to the CWCB Design and Construction Administration Procedures. <br />Please contact Mike Serlet of this office (303-866-3441) before you start design, or bid <br />construction of the project. Mike will explain our contractor bidding and bonding <br />requirements, and will make field inspections during construction. His inspections will <br />be the basis of monthly pay estimates for disbursements of your loan funds. <br /> <br />On behalf of the Board, I would like to thank you for applying for a Construction Fund Loan <br />from the Colorado Water Conservation Board.
