CWCB <br /> <br />(Updated November 21, 1995) <br /> <br />TO: Colorado Water Conservation Board Members <br /> <br />FROM: John Van Sciver <br /> <br />DATE: October 27, 1995 <br /> <br />SUBJECT: Agenda Item 18j., November 6-7, 1995, Board Meeting-- <br />City of Idaho Springs <br /> <br />1) Approval of a 2 year Emergency Loan in amount of $130,000 to make <br />immediate repairs the City's nlW water intake structure, and to the City's <br />Chicago Creek Reservoir. <br /> <br />2) Approval of a Construction fund Authorization in amount of $1,500,000 <br />to construct a new raw water iIltake/inmtration gallery, and to rehabilitate <br />the City's Chicago Creek Reservoir. . <br /> <br />BACKGROUND <br /> <br />The City of Idaho Springs (located in Clear Creek County), has applied for an Emergency Loan <br />to make repairs to the City's raw water storage and diversion structures. The City has also <br />applied for a Construction Fund Authorization to undertake major rehabilitation of those same <br />structures. They are requesting a $130K Emergency loan, and a $1.5M Authorization from the <br />Construction Fund. <br /> <br />Emergency Loan: The City's raw water intake structure was damaged during high runoff in <br />the spring of 1995, and can not be repaired. To get water to the treatment plant it was <br />necessary to construct a temporary pipeline, and to place concrete blocks in the stream to form <br />a diversion. During the winter months the low flows will make it very difficult to divert water <br />out of the stream for drinking water purposes. The City needs to make emergency repairs as <br />soon as possible, at a cost of approximately $IOOK. <br /> <br />The City's raw water reservoir (Chicago Creek Reservoir) recently experienced a failure of the <br />outlet valve. The valve stuck in the open position, and all water drained from the reservoir. <br />The City needs to repair the valve as soon as possible, and to back-fill a large depression in the <br />reservoir basin at the upstream toe of the dam. These emergency repairs need to be completed <br />to store water for use in the winter months. The estimated cost is $30K. <br />
