The estimated total cost is $22,000,000. <br />Please see the attached project summary and map. <br /> <br />Backaround <br />The GMS-CCWCD, located in Adams, Weld, and Morgan Counties, has a service area of <br />300 square miles, and is iocated wholly within the boundaries of the Central Colorado <br />Water Conservancy District. The Subdistrict has 650 members with 966 junior wells, and <br />has operated an augmentation plan for these members since 1973. No new members <br />have been accepted since 1997 unless they provide their own augmentation water. <br /> <br />On December 17, 2001, the Colorado Supreme Court issued a judgment in Case 00- <br />SA-211 that changed the manner of operation of substitute supply plans in Colorado. <br />The case centered on a dispute in the Arkansas Valley between an irrigator and an <br />upstream homeowners association, called "Empire Lodge". In 1996 Empire Lodge filed <br />suit in Water Court claiming that the downstream irrigators (the "Moyers"), had illegally <br />
