<br />fishery. :Sypasses for fish would be made at diversion points on Cow Creek' <br />and th~East. and West Forks of Dallas Creek, and bypasses, supplem~nted by <br />storage releases as necessary, would be made at ~idgway Reservoir on the <br />Uncompahgre River. Easements to provide' access for fishermen would be <br />. provided along the Unc()m:pahgTeRiv~r downstream from Ridgway Reservoir <br />and along the upper stretches o'f..the East and West Forks of Dallas Creek. <br />The project plan includes construction of a fishing lake in the Uncompah- <br />gre River drainage, at a site still to be determined. This feature, how- <br />ever, is included in the plan only on the basis of appraisal estimates <br />and construction would be contingent on fUrther analyses of economic and <br />engineering feasibility. Plans are made for stocking Dallas Divide Res- <br />ervoir and the fishing lake each year with fingerlings. The costs of this <br />program, however, would not be project costs but would be borne by the <br />Colorado Division of Wildlife. Stocking of Ridgway Reservoir is not in- <br />cluded in project plans as the costs were not found to be justified for <br />the benefits that would be realized. <br /> <br />I <br />1 <br /> <br />Approximately 6,000 acres of land in the vicinity of Ridgway Reser- <br />voir would be acquired and developed for intensive management as a wild- <br />life resource area. This area is planned to mitigate losses to deer win- <br />ter' range and general wildlife habitat th~t would be attributable to proj- <br />ect development. Crossi llgl! for big game would be included in the construc- <br />tion of project canals, <br /> <br />I <br /> <br />Project Administration <br /> <br />The Tri-County Water Conservancy District would serve as the general <br />administrative agency for project reclamation and joint use facilities and <br />would be the contracting and marketing agency for all project water. It <br />.is anticipated that the Colorado Division of Parks and Outdoor Recreation <br />would administer recreational facilities at Dallas Divide and Ridgway Res- <br />ervoirs, while the Colorado Division of Wildlife is expected to administer <br />the fishing lake and the land obtained for wildlife habitat and fishing <br />easements. <br /> <br />.J <br />"I <br />. <br />.- <br />;: <br /> <br />Conditions Precedent to Construction <br /> <br />Certain requirements would have to be met before project construction <br />. could be started. These include completion of contracts for repayment of <br />reimbursable project costs and administration 'of project features, compli- <br />ance with the National EnvirOnmental Policy Act of 1969 (Public Law 91- <br />.. 190), and agreements for relocation or !!h8.ndOllllientofexistingfacilities' <br />that would be disturbed by project constrUction. <br /> <br />A repayment contract betwe.en the United States and the Tri-County <br />Water Conservancy District would be required to guarantee the district's <br />repayment of the reimbursable construction costs and payment of the <br />
