Also firm contracts between the district' <br />and sU'ocontractors would be required for the sale of at least 80 percent <br />of the. project water supply. <br /> <br />Contracts would be necessary to assure the United states of satis- <br />factory management of project recreational and fish and wildlife facili- <br />ties and payment of annual operation and maintenance costs of these fa- <br />cilities. The State of Colorado has indicated a willingness to make such <br />contracts and it is assumed that it would do so through its Division of <br />Parks and Outdoor Recreation and Division of Wildlife. <br /> <br />In compliance with the National Environmental Policy Act, draft and <br />final environmental statements on all potential facilities and water uses <br />would have to be filed with the Council on Environmental Quality. The <br />final statement would have to be on file with the Council for 30 days be- <br />fore execution of the repayment contract between the United States and <br />the Tri-County Water Conservancy District. Approval by the Secretary of <br />the Interior of all intended uses of project water would be required be- <br />fore water delivery could be made. <br /> <br />A firm decision concerning the abandonment of the Denver and Rio <br />Grande Western Railroad line through the Ridgway Reservoir Basin would <br />be necessary. A petition by the railroad for abandonment of the line be- <br />tween Montrose and Ridgway, including 5.8 miles through the reservoir <br />basin, is now pending before the Interstate Connnerce Commission. Firm <br />agreements also would be required with the Colorado State Highway Depart- <br />ment and Ouray County concerning the routing and specifications for high- <br />way and road relocations. In addition agreements would be necessary with <br />utility companies for relocation of existing lines disturbed by project <br />construction. <br />
