AWRBIAC offered its services to the extent funding and manpower permitted with the exception of preparation of Section B which was subsequently assigned to Mr. Willmore by WRC after his retirement. The full membership of the Comprehensive Planning Committee met on January 18, 1977 at the regular meeting of AWRBIAC in Albuquerque, New Mexico. The final draft of the Activity 3 report was projected to be com- pleted for review about February 18. A preliminary draft of Activity 4 report was distributed to committee members with a request that comments be furnished to the study director by January 28, 1977. A schedule was agreed on that would permit the final report on Activity 4 to be completed by Karch 31, 1977 when Mr. Willmore is to retire. Tentative approval of 1977 contingency funds was relayed at the committee meeting. Discussion was held relative to participation in the Water Assessment and Appraisal Program pursuant to completion of the 1975 National Assessment. The committee reached no definitive position because of questions regarding the legal ability of AWRBIAC to participate and the uncertainty of future WRC funding. AWRBIAC was informed by letter of February 3, 1977 that $28,050 contingency funds were being furnished to complete the assessment. The acting chairman of AWRBIAC signed an amendment to the Memorandum of Agree- ment between WRC and AWRBIAC covering remaining assessment efforts. Con- tracts with each state in the amount of $2,500 were executed during March and April 1977. The last meeting of the Comprehensive Planning Committee in this reporting period was held on April 19, 1977 in Dallas, Texas at the regular meeting of AWRBIAC. Mr. Kenneth Schroeder assumed the duties of study director on April 1, 1977 and served in that capacity at the April meeting. The final draft of the Activity 3 report was reviewed and approved by committee mem- bers. It was forwarded to WRC immediately after final printing. By letter of June 7, 1977 from Gary Cobb, the report was accepted as fulfilling the requirements of that portion of the regional assessment. A completion schedule for the Activity 4 report was approved which would have allowed completion in August. Subsequent delays in receipt of state materials and the disability retirement of the study director's administrative as- sistant prevented completion as scheduled. It was agreed that further meetings of the committee to review the Activity 4 report would be called only if problems surfaced which could not be handled by correspondence or telephone calls. No further meetings were necessary. The regular meeting which would have been in July 1977 was not held since the main AWRBIAC meeting was cancelled. . An evaluation as of October 1, 1977 of remaining efforts on the Activity 4 report showed that the report might be completed and transmitted to WRC in February 1978.
