Based <br />Ci) on these dates the study director proposed that the final Activity 3 report <br />be completed in January 1977. The study director also agreed to begin <br />drafting portions of the Activity 4 report. Efforts of Mr. Willmore beyond <br />April 1, 1977 were contingent on his retirement plans and receipt of con- <br />tingency funds from WRC. <br /> <br />Guidelines for Activity 4 of the Specific Problem Analysis were furnished <br />to committee members on November 8, 1976. Upon the recommendation of the <br />Comprehensive Planning Committee, AWRBIAC entered into a Memorandum of <br />Agreement with the Water Resources Council on November 11, 1976 to parti- <br />cipate in WRC activities for consideration of emerging energy technologies <br />in the 1975 National Assessment. Funds in the amount of $2,300 were provided <br />to AWRBIAC to be utilized by the chairman of the Comprehensive Planning <br />Committee as needed to fulfill the agreement. <br /> <br />On July 8, 1976 the Chairman of AWRBIAC requested that WRC provide $40,000 <br />for remaining work on the 1975 Assessment for the AWR region. By memorandum <br />dated September 21, 1976, WRC asked that AWRBIAC develop and submit revised <br />work plans, schedules, and proposed financial plans so that action could <br />be taken on the requested funds. It also asked that AWRBIAC explain how it <br />expected to maintain continuity of remaining work in light of Mr. Willmore's <br />imminent retirement. The requested information was furnished to WRC by <br />letter of November 19, 1976 from chairman Willard Lewis. That letter re- <br />vised the earlier request to $32,050 and recommended that Mr. Willmore's <br />services be continued on a contract basis after January 1, 1977. <br /> <br />On November 16-17, 1976 a special meeting of state representatives of the <br />Comprehensive Planning Committee was held in Dallas with Mr. Joel Frisch <br />of WRC to review draft material for the Activity 3 report. Emphasis was <br />given to discussing the need for and methods of achieving brevity in the <br />Activity 3 report. Categorizing of problems into Group A and B was <br />covered in detail. Mr. Frisch stressed the need to complete Activity 3 <br />in January 1977 as decided at the October meeting of this committee. <br /> <br />Mr. Gary Cobb, Acting Director of WRC, requested the assistance of AWRBIAC <br />in preparing the final assessment report by his letter of January 7, 1977. <br />Needed assistance included: <br /> <br />a. Cooperation with Federal agencies in resolving differences between <br />SRF and MCC data base. <br /> <br />b. Preparation of Section B of regional chapter of national report. <br /> <br />c. Review of Sections A and C of regional chapter. <br /> <br />d. Condensing of conclusions and recommendations from our Activity 4 <br />Summary Report for inclusion in Section D of the regional chapter of the <br /> <br />8 <br />
