<br />o <br />o <br />~ <br />CXl <br />CXl <br />'-' <br /> <br />CXMPREHENSIVEPIlINNOC -tdMI'i'itE <br /> <br />The Comprehensive Planning Committee (formerly the Ad Hoc Committee on the <br />1975 National Water Assessment) continued work during 1976-77. The purpose <br />and objective of the committee is to function as the AWRBIAC __ <br />work group in accomplishing the regional position of the 1975 National Water <br />Assessment sponsored by AWRBIAC for the U.S. Water Resources Council. This <br />group was converted into a standing committee in 1976 in view of the WRC's <br />continuing Water Assessment and Appraisal Program (WAAP) to follow the <br />National Water Assessment. <br /> <br />The committee experienced other changes this past year. On October 1, <br />1976 Mr. Jesse Range of the Corps of Engineers assumed chairmanship because <br />the former chairman was transferred to a position outside the AWR region. <br />In addition, Hr. Kenneth Schroeder assumed the study director duties on <br />April 1, 1977 upon the retirement of Hr. Paul Willmore. Mrs. Goldie Hill, <br />administrative assistant to the study director, also retired during 1977. <br />Even with these transitions, considerable progress was made during this <br />year towards completing the AWR's portion of the assessment. <br /> <br />The committee met on each of the three regular meetings of AWRBIAC and on <br />one other occasion with representatives of the states and the Water Resources <br />Council. Further details as to the committee activities are given in the <br />following paragraphs. <br /> <br />Messrs. Willmore and Range attended a meeting of regional study directors <br />in Reno, Nevada on October 12-13, 1976 to discuss the status of remaining <br />efforts in the assessment. Topics included guidelines and schedules for <br />Activities 3 and 4 on Specific Problem Analysis, the National Priorities <br />Analysis and the need for regional assistance in that effort, the water <br />for energy program, and the Water Assessment and Appraisal Program. <br /> <br />The first regular meeting of the year was held on October 19. 1976 in <br />Wichita, Kansas. Acknowledgment was made of WRC acceptance of the AWR <br />report on Activity 2 of the Specific Problem Analysis. Most of the meeting <br />was spent discussing the guidelines for Activity 3 issued by WRC and a <br />proposed outline of Activity 3 report developed by Mr. Willmore. It was <br />agreed that State Regional Future (SRF) data should be used in lieu of <br />MOdified Central Case OMCC) in the problem effects analysis required in <br />Activities 3 and 4. <br /> <br />State representatives of the committee advised that draft material in the <br />format of the Activity 3 outline could be furnished to Mr. Willmore in <br /> <br />7 <br />
