<br />. <br /> <br />Directors adopted a process for authorizing the conduct of "issue analyses" <br /> <br />concerning specific water related issues of concern to all basin states. <br /> <br />B. The Charge <br /> <br />On May 20, 1982, following adoption of the MBSA's Statement of Purpose <br /> <br /> <br />and process for authorizing issue analyses, the MBSA Board of Directors <br /> <br /> <br />unanimously adopted the following motion: <br /> <br />"The Missouri Basin States Association (identifies) out-of-basin water transfers <br /> <br /> <br />as an issue the Association wishes to analyze, and direct(s) (MBSA) staff to <br /> <br /> <br />prepare a preliminary issue analysis for the Association's consideration at <br /> <br /> <br />their August 26, 1982 meeting." <br /> <br />The "preliminary issue analysis" referred to in the motion is a more detailed <br /> <br /> <br />"issue analysis proposal" specified in the process for authorizing issue <br /> <br /> <br />analyses. The proposal was prepared and considered by the Board of <br /> <br /> <br />Directors at their August 26, 1982, meeting where the following motion and <br /> <br /> <br />amendments were adopted unanimously: <br /> <br />Motion: ''The proposed issue analysis on out-of-basin water transfer be <br />approved for study." <br /> <br />Amendment Ill: "The motion be amended to add an examination of benefits <br /> <br /> <br />to the basin of origin resulting from out-of-basin water transfer, the rights <br /> <br /> <br />of Congress and the Federal Government concerning out-of-basin water <br /> <br /> <br />transfer, benefits to the Nation as a whole resulting from out-of-basin water <br /> <br />-2- <br />
