Authorization <br /> <br />The Missouri River Basin Commission, a joint state/federal organization <br /> <br />created in 1972 by President Richard Nixon, was charged under Public Law <br /> <br />&9-80 with serving as ". . . the principal agency for the coordination of <br /> <br />Federal, State, interstate, local and nongovernmental plans for the <br /> <br />development of water and related land resources in its area, river basin, or <br /> <br />group of river basins . . .." The Commission, composed of the 10 states <br /> <br />drained by the Missouri River and 10 federal agencies, fulfilled its mandate <br /> <br />until September 30, 1981, when it and five sister commissions were <br /> <br />terminated by President Ronald Reagan. <br /> <br />Prior to the termination of the Missouri River Basin Commission, the <br /> <br />governors of the 10 basin states determined to maintain a successor <br /> <br />organization to continue some of the activities of the Commission. On <br /> <br />September 1 &, 1981, articles of incorporation for the successor Missouri Basin <br /> <br />States Association, a nonprofit corporation, were filed in the State of <br /> <br />Nebraska. The Association is governed by a 20-member Board of Directors, <br /> <br />two from each of the basin's 10 states. <br /> <br />On May 20, 19&2, the Association's Board of Directors adopted a statement <br /> <br />of purpose which read in part, "The Missouri Basin States Association (MBSA) <br /> <br />serves as a forum for the identification, discussion and possible resolution of <br /> <br />issues of concern to the basin states."
