Benefits impaired or foregone as a result of out-of-basin water transfer. <br /> <br />2. Balancing gains and losses resulting from out-of-basin water transfers <br /> <br />between a basin of origin and a receiving basin. <br /> <br />3. Compensation for present or future benefits impaired or foregone as a <br /> <br />result of out-of-basin water transfers. <br /> <br />4. Weighing alternatives to the diversion of water out of its basin of <br /> <br />origin. <br /> <br />5. Diverting only excess water or water considered excess for a given <br /> <br />period of time. <br /> <br />6. "Ownership," "interest in," or "right to sell or transfer" water from a <br /> <br />-3- <br />
