<br />., <br /> <br />Chapter 7 <br /> <br />Entities Involved in <br />Augmentation of Well Depletions <br /> <br />Well Owner Associations <br /> <br />Representatives of the Colorado State Engineer's office attended the annual <br />membership meetings of the three largest well owner associations in the Arkansas River <br />basin of Colorado. These are the Lower Arkansas Water Management Association <br />(LAWMA), the Colorado Water Protective and Development Association (CWPDA), and <br />the Arkansas Groundwater Users Association (AGUA). Development of these plans has been hampered to some degree by <br />the inability to secure approval of an account in John Martin Reservoir to store water to <br />replace depletions to usable Stateline flow. <br /> <br />Both CWPDA and AGUA are negotiating with municipalities to purchase fully <br />consumable or transmountain water for 1996. This water would be available to replace <br />depletions that exceed accretions from Fryingpan-Arkansas Project return flows that will be <br />purchased from the Southeastern Colorado Water Activity Enterprise (SECWAE). Both <br />associations desire to place water in an account in John Martin Reservoir in 1996 in order <br />to provide water to Kansas to replace depletions to usable Stateline flow. Since the account <br />is not available, the associations are considering using artificial recharge of the alluvial <br /> <br />15 <br />
