Department of Agriculture <br /> <br />l~e Field Advisory Committee will be responsible for field coordination of <br />Department survey activities by the three participating Services and for <br />development and application of procedures followed in making the survey; for <br />arranging for field review of recommendations and reports; for arranging <br />for necessary expert consultation; for over-all relationships with the Colorado <br />Water Conservation Board and other interested State and Federal agencies; <br />and for arranging for over-all schedules of work. Eacp member will keep <br />responsible officers of his agency informed on progress of the survey and <br />assistance needed to meet the survey schedule efficiently. <br /> <br />Participating personnel of the three agencies will work as a USDA River <br />Basin Field Party, each providing information within the respective authorities <br />of the agency and the scope of this survey. Personnel of the three Services <br />and the staff of the Colorado Water Conservation Board will assemble avail- <br />able pertinent information, will obtain needed additional information, and <br />will prepare a repor't with appropriate technical supplements and appendices. <br /> <br />In the conduct of the survey, Field Party personnel will COoPerate and <br />collaborate toward development of a unified, balanced, and technically <br />adequate report, within the responsibilities of the agency represented by <br />each assigned Field Party technician. Within the organization of the Field <br />Party and with due regard for technical coordination, administrative <br />direction, and cooperative relationships, leadership in the various technical <br />. phases of the survey will be exercised by the specifically concerned agency. <br /> <br />Economic Research Service. With assi~tance of the Forest Service and Soil <br />Conservation Service, this agency will: <br /> <br />1. Assume primary responsibility for the development of statistical and <br />descriptive material on the agricultural economy, agricultural use <br />of the resource base, and volume and value of agricultural production <br />in the basin. <br /> <br />2. Analyze the relationship of the agricultural industry to the historical <br />water supply, with an appraisal of the economic impacts resulting <br />from shortages in the water supply. <br /> <br />3. Develop estimates of agricultural production, production costs, and <br />farm incomes with increased irrigation water supplies or changes in <br />use of existing water supplies, and of the effect of potential water <br />supplies. <br /> <br />4. Project future agricultural conditions considering growth and changes <br />of markets, technological improvements, and changes in farm organization <br />and production costs, or in institutional or water supply limitations. <br /> <br />. <br /> <br />,il <br /> <br />
