Identification and evaluation of the major obstacles to attainment <br />of the desirable pattern of water and related land use, management <br />and development; <br /> <br />4. Identifi.cation of the manner in which, and ar appraisal of the extent <br />to which USDA programs, particularly prospective P. L. 566 projects, <br />can contribute to the solution of water and related land problems in <br />the basin with emphasis on project type solutions and those which in- <br />volve water and related management of lands administered by the <br />Department; <br /> <br />5. Identification of opportuni.ties for solution of local water resourCe <br />problems by development of P. L. 566 projects and establishment of the <br />general nature and scope of such potential projects; . <br /> <br />6. An outline of additional actions which would help to attain basin- <br />wide objectives regarding use of water and related land resources; and <br /> <br />7. Information and data on the basin which will be helpful in future <br />consideration of specific water control and development projects and <br />in the relating of such existing and potential project proposals to <br />each other, to existing and potential main stem and major tributary <br />developments, and to a desirable pattern of water and related land use, <br />management and development. <br /> <br />. RESPONSIBILITIES <br /> <br />. <br /> <br />The Colorado Water Conservation Board will develop poli.cies ~nd procedures <br />for the conduct of its part of the survey. With respect to cooperative <br />activities with the U. S. Department of Agriculture, procedu~es will be <br />adopted to attain agreed upon objectives. To assist in meeting the <br />objectives of USDA - State of Colorado cooperation, the Board will arrange, <br />to the extent needed or possible, for other State or Federal agencies to <br />cooperate so that the results of the sur'vey will provide a basis for <br />coordination. The survey work and other related activities of the Board <br />will be carried out under instructions of its Director in accordance with <br />policies established by the Board. <br /> <br />The survey work of the U. S. Department of Agriculture will be carried out <br />in accordance with the Memorandum of Understanding dated February 2, 1956, <br />among the Agricultural (Economic) Research Service, Forest Service and <br />Soil Conservation Service. It will be under the direction of a USDA Field <br />Advisory Committee which has been established to maintain continuous close <br />field working relationships among the three concerned Services. This <br />Committee is composed of F. A. Mark, Chairman, Soil Conservation Service; <br />Walter E. Pool, Forest Service; and Clyde E.
