DEPARlMENT OF AGRICULTURE <br /> <br />The Colorado Water Conservation Board has requested the U. S. Department <br />of Agriculture to cooperate in a survey of the watershed of the ~ampa River <br />Basin. <br /> <br />The requested assistance has three broad objectives: <br /> <br />1. The collection and development of information on water and related <br />land resource use and management, with particular regard to multiple <br />use, to p~Qvide a basis for a more effective means of coordinating <br />USDA programs for watershed protection, flood prevention, agricult~ral <br />water management, public fish and wildlife development, recreational <br />development, municipal and industrial water development, and associated <br />National Forest administration, with the related activities of local, <br />State and other Federal agencies. <br /> <br />2. The collection of information about opportunities to accomplish the <br />use of water and related land resources by the development of projects <br />under P. L. 566 as amended, within the framework of a 'water resource <br />development plan which presents the relationships of existing and pro- <br />posed developments. <br /> <br />3. The preparation of a report. <br /> <br />The Department of Agriculture has agreed to participate in such a survey <br />under the authority and provisions of Section 6 of P. L. 566, as amended. <br /> <br />NEED FOR A FRAMEWORK PLAN <br /> <br />In the broad study of the watershed of the Colorado River there is urgent <br />need for a systematic survey of the water and related land resources and <br />associated problems in the Yampa River Basin. This is needed on a basin- <br />wide scope to develop information for efficiently and economically presenting <br />relationships between programs and projects of various departments and agencies <br />in the basi.n. Development in most of the basin has reached a stage where <br />further expansion and development depend upon more efficient use of the <br />presently available water, salvage of water from nonbeneficial use, or the <br />development of new water supplies. <br /> <br />The Plan of Water Development for the Yampa River Basin developed by the <br />Colorado Water Conservation Board includes the Savery-Pot Hook project. <br />This project is a proposal of the U. S. Bureau of Reclamation and is a <br />potential participating project of the Colorado River Storage Project <br />(P. L. 485, 84th Congress). <br /> <br />The Colorado Water Conservation Board needs information on the possibilities <br />for solving some of the water and related land resource problems of the <br />basin and to study relationships between developments, thereby providing a <br /> <br /> <br />I: <br />f <br />r <br /> <br />~" <br />
