. . . 2 - OD3051 REQUEST FROM TIlE STATE OF COLORADO TO TIlE U. S. DEPARlMENT OF AGRICULTURE The Colorado Water Conservation Board has requested the U. S. Department of Agriculture to cooperate in a survey of the watershed of the ~ampa River Basin. The requested assistance has three broad objectives: 1. The collection and development of information on water and related land resource use and management, with particular regard to multiple use, to p~Qvide a basis for a more effective means of coordinating USDA programs for watershed protection, flood prevention, agricult~ral water management, public fish and wildlife development, recreational development, municipal and industrial water development, and associated National Forest administration, with the related activities of local, State and other Federal agencies. 2. The collection of information about opportunities to accomplish the use of water and related land resources by the development of projects under P. L. 566 as amended, within the framework of a 'water resource development plan which presents the relationships of existing and pro- posed developments. 3. The preparation of a report. The Department of Agriculture has agreed to participate in such a survey under the authority and provisions of Section 6 of P. L. 566, as amended. NEED FOR A FRAMEWORK PLAN In the broad study of the watershed of the Colorado River there is urgent need for a systematic survey of the water and related land resources and associated problems in the Yampa River Basin. This is needed on a basin- wide scope to develop information for efficiently and economically presenting relationships between programs and projects of various departments and agencies in the basi.n. Development in most of the basin has reached a stage where further expansion and development depend upon more efficient use of the presently available water, salvage of water from nonbeneficial use, or the development of new water supplies. The Plan of Water Development for the Yampa River Basin developed by the Colorado Water Conservation Board includes the Savery-Pot Hook project. This project is a proposal of the U. S. Bureau of Reclamation and is a potential participating project of the Colorado River Storage Project (P. L. 485, 84th Congress). The Colorado Water Conservation Board needs information on the possibilities for solving some of the water and related land resource problems of the basin and to study relationships between developments, thereby providing a I: f r ~"
