The request was granted, and the time was <br />ext~nded from November 16 to January 1. <br /> <br />,I <br />1 <br />I <br /> <br />COMMITTEE REPORTS: <br /> <br />ENGINEERING COMMITTEE: <br /> <br />Chairman Ciruli stated he will call a meeting of his Committee early in December to <br />review the Black and Veatch Report, and prepare a recommendation on the report for <br />subinission to the Board at the December 19, 1968 meeting. <br /> <br />EXECUTIVE COMMITTEE: <br /> <br />1 <br />I <br />'I <br /> <br />Chairman Nichols reported he will call a meeting of the Committee after the December <br />Board meeting, in order that they might review the Water Allocation Questionnaire <br />formS which have been returned. He stated the return of these questionnaires from <br />municipalities. ditch companies. and water user associations has been excellent. <br /> <br />LEGAL COMMITTEE: <br /> <br />Chairman Beise reported that Mr. Gene Bond had signed the stipulation authorized at <br />the 'October 17, 1968 Board meeting. The following week Mr. Bond filed a statement <br />of ciaim on Cash Creek, and also a protest to Our amended statement of claim. This <br />matter will be heard in District Court in Salida on December 5 and 6. He reported <br />that in the matter of the Orchard Mesa situation in Western Colorado the Engineers and <br />A ttorneys are trying to come up witli a solution to the problem, and to establish a dollar <br />va1~e in order that the matter might be resolved without having to go to Court. <br /> <br />1 <br />1 <br />,I <br />1 <br /> <br />'I <br /> <br />':,<' <br /> <br />LEQlSLATIVE COMMITTEE: - <br /> <br />;1 <br /> <br />Director Wagner reported in the absence of Chairman Frank Dilley, who was attending <br />the National Reclamation Association meeting. He stated the Committee met and care- <br />fully reviewed the questionnaires which were prepared by the General Manager, and <br />submitted to the Board members for their analysis of the Legislative proposal. Mr. <br />Wagner said that 8 of the Directors completed their questionnaires and returned them, <br />and.as a result of the recommendations. the Committee was able to develop a compre- <br />hen~ive analysis which has been submitted to the Board of Directors. <br /> <br />I <br />1 <br />1 <br />1 <br />,I <br /> <br />? <br /> <br />Wa!fller reported that all members of the Committee are in agreement: the matter of <br />rev~sing the State Statutes is most complex, due to the fact that during the past 100 <br />years many amendments have been approved by the Colorado State Legislature, and <br />, that management practices ha.ve become extremely complicated because of individual <br />Court decisions. He also said the Committee is very much interested in how the State <br />will"select a succeSSor for State Engineer Ralph OWenl due to the fact the new man will <br />be f~ced witb the responsibility of administering the Department under such new Legis- <br />lation as is approved by the 1969 Colorado State Legislature. Young suggested that the <br />Distpict must be very much interested in this matteI", and urged that we make every <br />effort to have one member of our Board appointed to the oral examining Committee <br />whiC;h will be a.ppointed by the Colorado State Civil Service Commission. Wagner moved, <br />seconded by Young that President J. Sid Nicbols be suggested to serve on the Oral <br />Examining C::>mmittee. Motion unanimously carried. <br /> <br />After general discussion on the Legislative Committee report, Shoun moved, seconded <br />by Wagner. that it be approved by the Board and forwarded to the appropriate Officials <br />who are responsible for drafting proposed Water Legislation.
