<br />the Ihird Thursday of each month in
<br />the District Offic{'s, 905 Highway 50
<br />West, at 10:00 a.m., unless il is
<br />determined at a regular meeting the
<br />BOMd the meeting the following
<br />month should be changed, either in
<br />time or place, or both. NOlices of the
<br />regular meelings are distributed
<br />widely throughout the District and
<br />state, anc the public is always
<br />cordially invited to attend the

<br />The District is Ihe legal dgency for the
<br />Fryingpan-ArkanS<ls Project as a result
<br />of the Act passed by the Congress oi
<br />the United States Augusl 16, 1962,
<br />authorizing the construction of the
<br />Project, dnd the ReMment Contracts
<br />signed between the District dnd Ihe
<br />United States on January 21, 1965 and
<br />October 23. 1981. Each yt"ar represen-
<br />tatives from the District testify before
<br />
<br />Committees of Congress to support
<br />adequate appropriations to Continue
<br />construction during the coming year,
<br />and also to set fonh policy positions
<br />relative to congressional legislation
<br />which would impact on the operation
<br />of the Project and the District.
<br />
<br />In 1969, the Honorable John A. love,
<br />GO\Iernor of Colorado, was invited by
<br />the GO\Iernors of Arkansas, Oklahoma
<br />and K<lnS<ls, to join the four Slates to
<br />form the Arkansas RiVt:'r Basin
<br />Interstate Committee, so a more
<br />unified and basinwide presentation
<br />could be made before the Committees
<br />of Congress. Several yt"a~ later, the
<br />GO\.1;'rnor of Missouri requested that
<br />his state be added to the group, and
<br />each year thereafter Ihe 25 representa-
<br />tiVE'S from the five states joined the
<br />U.S. Senators and Members of Congress
<br />from the states !O present testimony in
<br />suppon of appropriations for necessary
<br />water projects in the ArkanS<ls River
<br />BaSin. The unified effon has been very
<br />effectiVE' and resulted in approval of
<br />the requests edch and every year.

<br />During hearings before the Appropria-
<br />tion Subcommittees of the United
<br />States Senate and House of Represen-
<br />
<br />tatives, March 27, 1990, Mr. Thomso
<br />joined representatives from Arkansas
<br />Missouri, Oklahoma and Kansas, to
<br />present teslimony in support of ap-
<br />propriations for Bureau of Reclamali(
<br />and Corps of Engineer Projects in th,
<br />five stales, and particularly in Colorac
<br />The delegation representing the five
<br />Arkansds River Basin States is weJl
<br />recei~ by Members of Congress, bl
<br />cause Ihey present their testimony in
<br />less than len minutes as a group, wit
<br />only the elected Chairman presenlin~
<br />formal testimony. This is in contras! I.

<br />which consumes a great deal of the
<br />lime of the Committee.

<br />The conslruction funds will pennit the
<br />Bure,lu, the City of Pueblo, and the
<br />Bessemer Irrigating Ditch Compdny to
<br />complete a three year rehabilitation
<br />program on the Bessemer Ditch. \\brk
<br />by Ihe Bessemer Company commenced
<br />on NO'v'ember 15, 1990, when the
<br />\tVinter Storage Program began, and
<br />made excellent progress due to the
<br />extremely mild winter conditions
<br />which existed in November .md
<br />December. When (his phase of the
<br />Project is compleled in 1991, it will
<br />culminate six ~ars of construction
<br />as authorized under Iwo sep.lrate
<br />programs by the Congress of Ihe
<br />Uniled States.
<br />
<br />Construction funds will also pennit
<br />Ihe Bureau to uprate the nonh side
<br />collection s~tem of the Fry-Ark
<br />ProJect, and initiate contracts for up-
<br />rating Ihe stalic starting equipment at
<br />the 200 mega-watt Mr. Eiben Pump-
<br />back Storage Power Plant.
<br />
<br />The $2.298 milJion for Operation
<br />and Maintenance is a part of the
<br />Reclamalion Operation and Main-
<br />tenance RE'YOlving Fund, which will
<br />allow the Bureau to pursue its
<br />emphasis on effective management oi
<br />Ihe 0 ,"'1 & R activities, and assure
<br />meeting contract commilments for
<br />waler and power delivery.
