Conditions at the station 011 the Arkansa..<; River at Las Animas
deteriorated because of aggradation of the channel past the gage. This
diverted a greater percentage of the flow to the bypass channel and
made it increasingly difficult to maintain current stage-discharge rda,
tions for operation. The station should be relocated or channel improve-
ments effected as soon as bridge plans of the: Colorado State Highway
Department and channel improvement plans of the Corps of Engineers
arc firm.

No action has been taken on replacement of the radio stage-report'
ing equipment at the two State line stations. Although this equipment
operated satisfactorily most of the time, it is not dependable because
of obsolescence and should be replaced with modern radio or telephonic
equipment. The installation of telephonic stage-reporting equipment
at the two inflow statlons at Las Animas to facilitate and improve res-
ervoir operations dunng summer flash floods should also be considered.

9. Findings of fact by the AdmiTlistration

(a) A special Telephonic ML':~ting uf the Ac1ministr;ltion was held
April 15, 1962 in accordance with Article IV. 3B, of the by-laws for
the purpose of declaring the rcservoir empty. NotIce \vas given to the
State Engineer of Colorado that 'priority aJministrfltion wuuld com-
mence on May I. 1962 unless a change of conditIons justifiecJ cancella-
tion or modification of this notice. Priority admll1istration should com-
mence, and decreed rights of water mers in Colorado wCluld be admin-

(b) Heavy rains throughout thc Arkansas Valley on tnc loth anu
17th of May reduced the dem.md for .water by the Colorado '\\later
users, 50 a. special Telephonic Meeting was held as provided in Article
IV, 3B of the by-laws of the AJministration for the purpose of consid-
ering water tl\';lilablc for stor;lge. The result of this meeting was that
water was availabte for storage. The gates :1.t the dam were dosed at

(c) A special Telephonic Meeting: was held by the Auministration
un May 28. 1962 in accordance with Article IV, 3B of the by-laws for
the purpose of finding the. reservoir empty, the reservoir was found to
become empty on May 31, 1962. Notice was given the State Engin;:-cr
of Colorado that priority administration would commence. on that Jate,
unless a change of conditions justified cancellation or modification of
this notice. Priority Administration should commence and decreed rights
