When the Gunnison tunnel is in operation and releases will <br /> <br /> <br />cause the flow to be within 200 c.f.s. of the amount being <br /> <br /> <br />diverted to the tunnel, the rate of increase or decrease in <br /> <br /> <br />release will not be more than 100 c.f.s. per hour. The manager <br /> <br /> <br />of the Uncompahgre Water Users Association will be notified in <br /> <br /> <br />accordance with established procedures when this condition <br /> <br /> <br />develops. <br /> <br /> <br />e. During the winter months when an ice problem may develop, <br /> <br /> <br />fluctuations in releases will be adjusted within power system <br /> <br /> <br />requirement to minimize ice jams. <br /> <br /> <br />f. As construction work progresses on Crystal Dam, the contractor <br />will also be percitted one period each winter season (December <br />through February) to reduce the flow through the Crystal Dam <br />area to 5 c.f.s. The duration of such a period shall not exceed <br />48 hours. Except in emergencies, advanced notice of these <br />reduced discharges will be given to interested agencies and <br />individuals. <br /> <br /> <br />g. As Crystal Dam starts its initial filling and upon reaching <br /> <br /> <br />elevation 6600 ft., releases from Morrow Point will be made <br /> <br /> <br />so that the new reservoir will not rise more than one foot per <br /> <br /> <br />day. The actual release will depend on first, by-passes through <br /> <br /> <br />the diversion tunnel and later, by-passes made through the <br /> <br />outlet works. Thi~ restriction will be maintained during the <br /> <br /> <br />initial filling cycles and will be gradually relaxed depending <br /> <br />3 <br />
