It could be

one year or more before unrestricted operations involving

maximum rapid drawdowns are permitted at Crystal Dam.

h. All water released from either Blue Mesa or Morrow Point
will pass normally through the respective powerplants, except
during periods when excess water must be released in order

to avoid forecasted unregulated spills or during emergencies

when the powerplants might be inoperative.

i. Blue Mesa operations will be closely related to that of Morrow

Point as Morrow Point Reservoir will, during normal conditions,
be maintained approximately full.
6. The Bureau of Reclamation shall prepare and publish a Curecanti
Unit Annual Plan of Operation each year during the month of April after a
forecast of the April-July runoff, based on April 1 snow conditions, is
available. A copy of the plan will be furnished to interested agencies and
individuals.
7. Project Power Manager, Montrose, and Project Manager, Grand Junction,
shall closely coordinate all operations affecting streamflow. Whenever
circumstances arise that make deviations from normal operations necessary
or desirable, the Project Manager, Grand Junction, will normally inform
interested agencies, Water Users and the general public as needed.

II
