<br />295~ <br /> <br />-2)- <br /> <br />located to catch Bijou and settle the water would have considerable more value than <br />one so far up the stream that it lIould not catch the Bijou waters. <br /> <br />" <br /> <br />There are, however, several things that I believe are very pertinent to this <br />case. <br /> <br />I. lie feel, should a reservoir be built at ~arrows, that all present Ditch and <br />Reservoir Decrees must be fully protected as well as the rights of present <br />established reservoirs to refill even though they may have been actually <br />full at an earlier date in the year and any loss by seepage, evaporation <br />or use that had occurred during the interim should not be reason for them <br />to pass Hater to this Harrows or any other system of later construction. 'We <br />recommend that all reservoirs get a refill storage Decree that is senior to <br />the Decree on Harrows Reservoir. <br /> <br />II. Also, we feel that the present decrees allocated to the Weldon Valley ditchef <br />should become a part of the river if not used for irrigation on the present <br />lands for which Decree was made.
