'We <br />recommend that all reservoirs get a refill storage Decree that is senior to <br />the Decree on Harrows Reservoir. <br /> <br />II. Also, we feel that the present decrees allocated to the Weldon Valley ditchef <br />should become a part of the river if not used for irrigation on the present <br />lands for which Decree was made.
