Both. reservoirs are located on the Blue River, a tributary to the Colorado River. Green <br /> <br />Mountain Reservoir is located 26 miles downstream of Dillon Reservoir. . The difference in water <br /> <br /> <br />surface elevation between the two reservoirs is 1070 feet. The pipeline route would have an overall <br /> <br /> <br />length of 140,900 feet and would follow the highway right-of-way where practical. Three pump <br /> <br /> <br />stations would be required. <br /> <br />Two conveyance capacities have been studied: 8000 af per month and 12,000 af per month. <br /> <br /> <br />These represent a range of the options available. To formulate Green Mountain Exchange Project <br /> <br /> <br />alternatives in this Study, the estimated cost of the 8000 af per month conveyance system was <br /> <br />combined with the lower.capacity Replacement Reservoir(s) and the 12,000 af per month system <br /> <br /> <br />was combined with the larger capacity Replacement Reservoir(s). <br /> <br />COST ESTIMATES <br /> <br />From the preliminary design drawings, reconnaissance-level estimates of construction <br /> <br /> <br />quantities and unit construction prices have been made. Construction quantities, prices and <br /> <br /> <br />allowances have been combined to obtain an estimated total construction cost. Costs are indexed <br /> <br />to January 1986. Future inflation is not included. To determine the funding necessary to complete <br /> <br />the project, additional elements of project administration and financing costs have been added to <br /> <br />obtain the total investment cost. <br /> <br />Comparison of alternative reservoirs and combinations of reservoirs for this Study is based <br /> <br />on estimates of debt service and average annual operating costs. The costs are comprised of the <br /> <br />yeariy principal and interest payment (debt service) on assumed 30-year, 8 percent financing of the <br /> <br />total investment cost and the estimated average annual cost of electricai pumping power, operating <br /> <br />personnel, maintenance and repair costs. No price escalation was incorporated. No separate <br /> <br />allowance was included for environmental mitigation. A summary of yearly debt service and average <br /> <br /> <br />annual operating costs is presented in Table S.3. The relative costs among alternatives have been <br /> <br /> <br />based on this average total cost per year. <br /> <br />7 <br />
