' <br /> <br />SECTION D <br />PROPOSAL PREPARATION <br /> <br />. <br />D.I INSTRUCTIONS AND CONDITIONS TO OFFERORS <br /> <br />Each offeror should submit an original and 7 copies of its proposal, in <br />accordance with the following provisions. <br /> <br />It should be understood by the offeror that its proposal will be <br />binding in developing the cooperative agreement. The main purpose of <br />this solicitation is to receive bids for salt removal by the ton. <br />Therefore, the offeror should develop its proposal well enough to be <br />able to justify its bid. <br /> <br />The proposal shall include a quarterly schedule of the cost per ton of <br />salt removed, and the payment by Reclamation to the company. The term <br />of the cooperative agreement will be negotiated, however, it is <br />expected to continue for more than 20 years. See the Section E for a <br />complete list of requirements. <br /> <br />D.2 PREPARATION or orrERS <br /> <br />a. Offerors are expected to examine the attached proposed <br />cooperative agreement (refer to Section G). Failure to do so will be <br />at the offeror's risk. <br /> <br />b. Each offeror shall furnish the information required by the <br />solicitation. The offeror shall sign the offer and print or type its <br />name on each page. Erasures or other changes must be initialed by the <br />person signing the offer. Offers signed by an agent shall be <br />accompanied by evidence of that agent's authority, unless that evidence <br />has been previously furnished to the issuing office. <br /> <br />c. Offers for supplies or services other than those specified <br />will not be considered unless authorized by the solicitation. <br /> <br />d. Time, if stated as a number of days, will include Saturdays, <br />Sundays, and holidays. <br /> <br />D.3 52.215-7 UNNECESSARILY ELABORATE PROPOSALS OR QUOTATIONS (APR <br />1984) <br /> <br />Unnecessarily elaborate brochures or other presentations beyond those <br />sufficient to present a complete and effective response to this <br />solicitation are not desired and may be construed as an indication of <br />the offeror's or quoter's lack of cost consciousness. Elaborate art <br />work, expensive paper and bindings, and expensive visual and other <br />presentation aids are neither necessary nor wanted. <br /> <br />0-1 <br />
