The Advisory Council is <br /> <br />optimistic about the prospects for overcoming these program <br /> <br />restrictions through the pending legislative authorities in <br /> <br />S. 752, H.R. 2790, S. 1842, and H.R. 3903. By removing or <br /> <br />raising the annual cost share payment limitations and by cost <br /> <br />sharing with irrigation districts and/or companies, program <br /> <br />efficiency and progress could be increased considerably. <br /> <br />The Advisory Gouncil continues to be concerned by the <br />low level of funding for USDA activities. The Administra- <br />tion's FY-84 budget request reflected a meaningful and re- <br />alistic bUdget increase. Unfor.tunately, the legislative <br />authority was not in place and the Congressional Agriculture <br />Appropriation committees could not fund the proposed budget <br /> <br />increase. <br /> <br />The Advisory Council recommends that future annual <br />budget requests include the necessary funding levels to bring <br /> <br />other cost effective onfarm irrigation units into the imple- <br /> <br />mentation phases. <br /> <br />The Council continues to support the <br /> <br />modified USDA implementation schedule. <br /> <br />other Activities <br /> <br />Increased funding for the Agricultural Research Service <br />(ARS) in FY 83 has allowed ARS to undertake a new salinity <br /> <br />control research initiative. The Advisory Council is pleased <br /> <br />to see the increased ARS funding levels and the development <br /> <br />of a coordinated research program for salinity control in the <br />Colorado River Basin.
