An

expanded and coordinated salinity control research program

will not only benefit the Colorado River Basin, but other
regions with salinity problems as well.
The Advisory Council has also been informed of the
Regional Research Project being conducted by the Western
states Agricultural Experiment Station in conjunction with
the Cooperative State Research Service (CSRS). This project

is aimed at better understanding the physical and chemical

factors that affect the salinity of soils.

The Council

supports continued state level research efforts and strongly

recommends increased funding levels for the salinity related

research activities of ARS and CSRS.

Environmental Protection Agency (EPA)
The Council requests that EPA support the Forum spon-
sored legislation to amend the Colorado River Basin Salinity
Control Act. As part of the efforts to continue maintenance

of the numeric criteria in the lower mainstem, the amendments

include components which have previously been endorsed by

EPA, (such as clarifying USDA's role regarding on farm salini-

ty control programs, addressing wildlife values associated

with salinity control, developing a salinity control program

for public lands in the basin, and implementation of a

program to seek beneficial uses of saline waters).

-20-

,,:

jL,~
