<br />o <br />en <br />,.... <br />C) <br /> <br />Department of Agriculture (USDA) <br /> <br />Planning <br />Salinity control planning activities are carried out by <br /> <br />the Soil Conservation Service (SCS)o <br /> <br />These planning <br /> <br />activities are essentially salinity studies in identified <br /> <br />irrigation salt source areas. The studies address the magni- <br /> <br />tude of salt source loadings to the Colorado River, the type <br /> <br />and extent of irrigation water management and salinity <br /> <br />control practices needed, potential salt load reductions <br /> <br />achievable, and alternative implementation plans and costs. <br /> <br />In 19!J3. scs completed the l'JcElmo Creek (CO) salinity <br /> <br />control report and continued a minimum level of effort on the <br /> <br />Price-San Rafael (UT) Rivers and 1'1ancos Valley (CO) studies. <br /> <br /> <br />The Advisory Council is disappointed that the Department has <br /> <br />provided only limited salinity control planning funds for <br />1984. The Council recommends USDA accelerate the salinity <br /> <br />control planning efforts and that appropriate funding levels <br /> <br />be requested to maintain a coordinated effort with the Bureau <br /> <br />of :Heclamation. <br /> <br />Implementation <br />USDA continues to report good progress with implementa- <br /> <br />tion efforts in the Uinta Basin (UT) and in the Grand Valley <br /> <br />(CO). However, implementation progress is still hampered by <br /> <br />built-in program restrictions imposed by the use of existing <br /> <br />program authorities and by the limited low level funding <br />efforts provided through Agricultural Stablization and Con <br /> <br />-18- <br /> <br />:.G ~ h..:l< <br />
