Flood Control and Water-Flow RetaI'dation

a. Statement: Investigation of these problema leading to a plan
of improvement to be included in a section of the report on the subject,
will consist of the following steps for each problem area:

(1) Determine the flood history of stream.

(2) Determine areas damaged by floods of record occurring under
present conditions.

(;) Determine for each area the type and amount of flood
dBmages which would be caused by floods of record occurring under
present conditions.

(4) Determine for each area the probable future a'verage annual
damages on the basis of probable future development, property values
and population, and on the basis of future flood magnitudes and frequen-
cies, giving appropriate consideration to other WOI'ka involved.

(5) Determine for each area the most suitable method of flood
control by comparison of the different methods as to phySical adapta-
bility, economic feaSibility, and consideration of other related problems
of the ccmprehensive planj l.e., drainage, irrigation, etc. Select the
project.

(6) Carry through the economic studies as described under
Cost-Benefit Studies.
