<br /> <br />1. Article 10 allots a guaranteed annual quantity of 1, 500, 000 acre <br />feet in accordance with schedules presented by Mexico, and any <br />other quantities arriving at Mexican points of diversion. The <br />article further provides for scheduled waters up to 1,700,000 <br />acre feet in case a surplus exists in excess of United States' <br />uses. <br /> <br />a. Since November 1950 (effective date of Article 10) the <br />annual deliveries at California - Baja California boundary <br />have ranged from a minimum of 3,639,000 acre feet in <br />1951 to 10,146, 000 acre feet in 1952 as a maximum. Of <br />this flow, it is understood that approximately 2, 000, 000 acre <br />feet have been actually diverted by Mexico. <br /> <br />2. Article 12 provides that Mexico should construct a main diversion <br />structure below the northern limit of the limitrophe section of the <br />river. <br /> <br />a. Morelos Dam, in and by Mexico, has been completed in <br />conformance with the above. <br /> <br />b. Also in conformance with Article 12, Davis Dam, in and by <br />the United States, has been built and a part of its reservoir <br />'capacity is used to regulate deliveries to Mexico. <br /> <br />3. Article 13 provides that the Commission shall study and prepare <br />plans for flood control of the lower Colorado between Imperial <br />Dam and the Gulf of California. <br /> <br />a. This problem is in a high position on the Commission's <br />agenda and good progress already has been made in the <br />subject. <br /> <br /> <br />4. Article 15 provides in explicit detail for the scheduled delivery <br />of water to Mexico for the various month.s of the year, the maxi- <br />mum and minimum rates of delivery in the main river, and by <br />means of the All-American Canal. <br /> <br />a. Conformance with the provisions above has been almost <br />100%. <br /> <br />In conclusion, it is fitting to mention very briefly some of the <br />problems in other localities. The Commission is presently engaged <br />in the preparation of preliminary plans for the construction of Diablo <br />Dam on the Rio Grande near Del Rio, Texas. Had this structure been <br />built last year it would have prevented the loss of many lives and flood <br />damages in excess of $12, 000, 000 on the United States side alone. <br /> <br />- 27 - <br />
