5

and (3) appraisals of economic impacts where such impacts are
expressed in terms of value of production or income. The latter
point may require price adjustment in the OBERS':' projections in
which agricultural output i's valued at 1967 prices.

)

Special circumstances will require adjustment and/or the develop-
ment of supplemental estimates. Specific cases of some importance
include the following: (1) pricing of commodities not included in the
price tables; (2) determination of price differentials within States;
(3) determination of price differentials to reflect product quality
differences from the average represented by published price data;
and (4) adjustments to reflect the impacts of project Or program
actions on market prices. These and other special price problems
should be approached in such a manner as to achieve consistency
with the published estimation of current normalized prices.

..

Commodities not Covered in Price Tables--1n circumstances where
price data for One or more specific commodities are needed, they
may be developed by the same type of computation used in generating
price data included in this document. If a price for celery is
required, for example, a current normalized price may be derived
as follows: (1) establish a 1972 trend value with a linear regression
for the II-year period 1962-1972, and (2) adjust upward by 22.7
percent (the increase in the index of prices received by farmers
from the period July 1971 -June 1912 to the period July 1972-
June 1973). Repeat step I, establishing a 1973 trend value with a
linear regression for the ll-year period, 1963-1973. Selection of
the normalized price should then be made on the basis of the
criterion noted in the Price Level Adjustments section of the
Computational Procedures. A simple average may be used in lieu
of the 1973 trend value where a definite trend is not apparent upon
inspection of past prices.

I
"/

Forest product prices are not included in these tables. Although
not normalized, information On prices for forest products can be
obtained from "The Demand and Price Situation for Forest Products,
1972-73, Misc. Publication No. 1239, Forest Ser.vice, U. S. Depart-
ment of Agriculture, July 1973." The user should be cautioned that
in order to be compatible with the agricultural prices in this report,
the stumpage prices should be adjusted to reflect value added from
harvesting.

n
.\

':' OBERS - Available from the Superintendent of Documents,
Stock #5245-0012, $15.50.

~~
GPO,~O
